How do I re enable my apple play store ? I cannot download or update any of my apps.

If you mean that iTunes and App Store ('apple play store' ?) account is disabled, contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
