Spinning Globe Issue - with ethernet connected

I have macbook pro 2015 no touch bar. I have formatted my macbook pro and I have tried to enter recovery / online recovery modes with command + r / command + option + r. When I boot up I see this screen with spinning globe and it asks me to connect to a wifi network. I have tried the wifi connection but for some reason it comes up with the -2002F error.

I had read on a previous post that there could be many issues with wifi and it would be easier to try USB C to Ethernet. So I bought an adaptor and set up and it still has spinning globe with no progress bar and asking to connect to wifi (pictured).

What should I do from here?

What was the problem with Wi-Fi? I see on your screen the dropdown list of Wi-Fi connections being picked up. Did you select the entry for your Wi-Fi connection and sign in as requested?

Ethernet won't work until you have configured it because you are not using a direct connection. Is that an Apple adapter or a third-party adapter? The latter may not work with the Mac. Did you test it ahead of time?

The error usually means there is no Internet connection.

The main issue with Wi-Fi is your connection speed. Slow connections often make it nearly impossible to get a complete and proper download. Too many glitches in the connection. But if you have a fairly fast connections, then Wi-Fi should not be a problem. If you are the only computer using the Wi-Fi, then a 15Mbps connection speed would be OK.
