MOVE photos and videos from iPhone to iCloud

I recently upgraded to 50GB of storage space in the iCloud. I want to move photos and videos from my phone to storage to free up space on my phone. I noticed that if something is on the cloud, and I delete it from my phone, it is also deleted from the cloud. Why? Can I just move stuff one way and not sync? When it syncs, it's put back on my phone.

Am I missing something? What is the point of having extra storage if I can only store as much as my 32GB phone will hold? Confused....

No, you are not missing anything. That is the way Apple designed iCloud Photos to work. See the "Save space on your device" section in:

Set up and use iCloud Photos – Apple Support

If you turn on Optimise Storage, iCloud Photos automatically manages the size of your library on your device. Your original photos and videos are stored in iCloud and space-saving versions are kept on your device. Your library is optimised only when you need space, starting with the photos and videos you access least. You can download the original photos and videos over Wi-Fi or cellular when you need them. You can use Optimise Storage on your iPhone, iPad, iPod touch and Mac.

Thanks for your response! That explanation makes sense, but I still don't see the point of extra storage. If my phone is 32GB, most of which is apps, how would I ever be able to use up 50GB of storage on the cloud with photos and videos?

Is there a way to copy all of my photos and videos to my computer? At this point, I just want to be able to save all of them to my computer and delete them off my phone and get rid of the iCloud storage expense.
