icloud photo sharing

I really want the photos/videos from my iphone 11 to stop showing up on my ipad and the photos/videos from my ipad to stop showing up on my iphone! I checked the setting of both devices and the "Upload to My Photo Stream" toggle is turned off on both. I have tried turning the toggle on then off again, restarting my devices and still can't get the photos to stop sharing. Why??? Do I need seperate icloud accounts for each device?

Do you have iCloud photos enabled? See the "How do I turn off iCloud Photos on only one device?" section in:

You should not have to create separate Apple IDs for each device.
