How to download Token from VPP App purchase for use in Cisco Meraki

Hi, I have recently purchased an App to use on our school iPads and went through the normal process of purchasing the required number of licences for our 30 devices. However, Apple seems to have changed the process and there is now a "token" that needs to be installed but I tried to open this on my PC and it wouldn't and now I have lost access to the token altogether and I now can't access the app which I paid for. We use Cisco Meraki as our manager. Any clues or ideas welcome.

Log in to Apple School Manager (or Apple Business Manager) and click "Settings" in the bottom left corner. Then in the second column, click "Apps and Books." At the bottom of the right pane, click "download" in the server tokens location. Then log into Meraki and upload to the appropriate location (I apologize that I don't know the location. I don't have experience with Meraki).
