OS X Installer application skips Destination Selection option

During any software installation on my Mac mini the option Destination Selection is skipped. In the Installation Type option I can then click on the option "Change Installation Location..." and then select the desired drive.

I suspect that somewhere a plist type file has been changed, but I am not sure which one. I have compared the file com.apple.installer.plist between my Mini and Macbook, both are the same and I do not have this problem on my Macbook. I also created a new user on the Mini but the same problem persists.

Any idea as to where I can look to correct this?

Some applications can only be installed on the system startup volume because system level support components, registration info, or the like must be installed there. For large packages like Logic Pro, you may have the option of installing some content on another drive, but the core applications & support files may be restricted to the startup drive. Usually there is some mention of this in the documentation & support in the installer for this.

I don't have Logic Pro but looking at the install info for Logic Studio, I'm guessing this is what is going on.
