How to enable my app store and iTunes

I just want to know how to change the setting in enable my App Store and my iTunes when I try to download something it say your app store and iTunes is disabled someone help me I try the network reset cut off my WiFi date and time everything please help me

iPhone 7 Plus, iOS 13

If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help.
