iCloud 200GB Storage

Currently my family has 2 iPhones and 2 iPads, the iPhones and 1 of the iPads use separate iCloud accounts - each 50GB. The other iPad shares its iCloud with one of the phones.

They all operate under one main iTunes/ store account. My question is if I purchase or upgrade to the 200GB plan can I share the storage with all devices even though they are under each different account. Or do I need to set up family sharing. Will all parties have access to all of the photos also?? Thanks

You will need to use Family Sharing.

Regarding photos, see the following from Share an iCloud storage plan with your family - Apple Support

When you share a storage plan, your photos and documents stay private and everyone keeps using their own accounts with iCloud—just like when you have your own storage plan. You simply share the space available in the iCloud storage plan with your family members, so you only have one plan to manage.

You can share selected photos, whether or not you share a storage plan, via a shared photo album. See: View your shared Family album in iCloud - Apple Support
