Please verify if you can redownload the other songs using this help article: Redownload apps, music, movies, TV shows, and books - Apple Support
Also verify the full album is officially released. If the songs were preordered, in some cases it may help to remove the preordered songs and redownload the full album once the final album is released.
Also, ensure you have enough storage space on your Windows computer or the drive where you store your music to download the other songs. You can use this article to find the location of your music files: Change where iTunes files are stored on PC - Apple Support
