How do you approve a device?
When your device asks you to approve the device what do you do
iPhone 6s Plus, iOS 13
Do you have another trusted device you can use to approve the phone? If not, what happens if you tap 'Can't approve this iPhone'? If you tap that and get an option to reset encrypted data, I have read several posts by people that did that and lost little to no data.
