i bought iPhone 11 Pro Max from The us store in Miami .
i would like to know if I can make an insurance in Israel .
Im gonna be back in the end of this month (February ), but the question is If I can make an insurance in far remote ,so I can pay for it from the us in some way..?

You'll have to call Apple Support about that.
Apple Care can be purchased up to 60 days after you purchased the phone.
But they have to run an online diagnostic test before you can buy Apple Care+.
both normal warranty is not international
don't believe one can get apple care+ for devices under warranty is a different country but I suppose you can ask in an Isreal apple store
The OP said, that he/she is staying only temporary outside of the US.
The one problem might be getting into contact with Apple Support in the US, since a phone call will not be possible from Israel.
