can a smart playlist play on a device other that the one used to create it

I created a smart playlist on my Mac.

My Mac, iPad and iPhone are all sync’d.

When I look at the smart playlist on my Mac it shows the music listed.

When I look at the smart playlist on my iPad or my iPhone it shows no music listed.

Does this mean smart playlist will only play on the devices used to crate them?

MacBook Pro 15", macOS 10.15

So eventually I decided to get Phone Support with this issue and the Apple Rep when allow access to view my screen identified the issue straight away; and talked me through the process to rectify it.

Smart Playlists can be played on any of your devices that are sync'd.

The issue why the songs were not being sync'd to my other devices was that the files were corrupted.

After deleting these corrupted files and downloading them fresh syncing was achieved with no issues.
