If no Apple ID and password is signed in a new device and it is not set up , use old Apple ID and password in the device to sign in https://support.apple.com/en-in/guide/icloud/mmfc0f1e2a/icloud

If. set up properly, you should be able to login on any device by opening Safari and inputing iCloud.com. Once there, sign in using your Apple ID.
