I had the same issue with my 2020 MacBook Air until I updated to: Mac OS Catalina 10.15.4...this fixed the issue!
Make sure your Mac is up to date
What worked for me, was switching off my phone when I was trying to set up the AirPod Pros with my Mac.
I was able to connect ear pods. Thank for the information.
I can't connect my AirPods Pro with my new MacBook Air.
