How can I download the Apple TV app to my older Apple TV?
You would have to check to see if your TV supports it with a firmware update. If it does not then you would need one of the devices listed in https://www.apple.com/apple-tv-app/. Personally I use the Apple TV 4K for my 4K TV however if you do not have a 4K TV yet, you can get the Apple TV HD or one of the other devices listed.

If you have an older generation Apple TV, there’s no App Store to download the App. If you have the app on another device you can airplay to your Apple TV
Devices you can use with the Apple TV app and Apple TV+
If you have an older model then it does not run apps, just 'channels' sent via server, and nothing further can be loaded. The 3rd gen had a server version of the TV app pushed out, if you have that model but don't have the TV icon then make sure it is up to date (firmware 7.4)
Otherwise the option would be to upgrade your Apple TV, use a compatible smart TV or other streaming device as per the link above.
