being charged for music
If iTunes charges for music, and apple doesn't, how can I tell when I'm being charged, and when not? Before I get that $50 bill!

? Music purchases from the iTunes Store will be charged for - if you mean you've subscribed to Apple Music that only gives you free downloads from Apple Music, not from the separate iTunes Store.
