Adult child paying for apps using money they loaded via app store gift card, but how do I set it so I don't get an email each time they purchase something yet let them remain in family sharing to use shared Netflix, Apple Music, etc. services?

I see that you would like to not get an email every time a family member in family sharing makes a purchase. I want to help. This is expected and there is no setting to turn if off. This article has more information about Family purchases and payments - Apple Support

Thank you for your reply. I guess I was referring specifically to the situation where a family member paid for the app using App Store credit linked to their own Apple account. In that situation, I was hoping the family organizer would not receive a purchase notification email since the charge was not made to the family organizer’s card.
