iTunes on PC to iCloud
I am on iTunes version 12.10.4.2 and any instructions I find don't work on my iTunes. I am not subscribed to Apple Music but I do have an upgraded iCloud account for storage.

iCloud Music Library requires a subscription to Apple Music, or iTunes Match.
If you are not subscribed to either of them then you won't get the "Sync Library" option in Preferences->General.
