Need help changing region for app store

so the thing is i have 0.28 dollars in my itunes which is the US store and i want to change my region but it is saying that i need to spend all the money.how to solve this problem?

You need to contact Apple for help as stated in here.

Change your Apple ID country or region - Apple Support

If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support.
