Try Downloading Using Another Device:
What happens when you try to download these to another device - a device associated to the same Apple Account? If you get the same error, then perhaps the transaction did not go through successfully. Contact Apple and request a new download.
Not all purchases are available in all locations. If something will not download, then it may just not be available at the moment.
