When importing playlists to iTunes Windows, it omits songs by artists with diacritics in their name

I like to assemble my song playlists in Windows Media Player and save them as .m3u. Then I import them into iTunes for Windows so I can sync them to my phone. However, I've found that any playlist song with an artist having a diacritic in their name, is omitted from the import. Is there a fix that doesn't involve adding files/folders and building the playlists in iTunes?

There is no fix. You may get marginal improvement if you export as .m3u8 but I reported inconsistency issues with round tripped .m3u playlists as long ago as 2013. % in file path will also cause problems. Apple clearly aren't interested in improving the .m3u import routine.
