AirPod charging case only stays at 1%

My airpod wireless charging case won’t charge fully it only stays at 1% and as soon as I unplug it it dies and in order to charge my AirPods I have to plug the charging case in without the AirPods in it and after it’s plugged in I put in the AirPods. Any ideas or solutions?
