I am not sure what this means for Apple iOS devices, but their is NO USB on an iPad Mini 5th gen.

Only Apple's proprietary Lightning connector.

Under iPadOS, external hard drives for use on iOS devices that use Apple’s Lightning connector are supported, but need to use of a special Apple adapter and connected external power supply for any external USB flash drive or USB hard drive or SSD to work.

Also, the external device needs to be formatted in Apple's standard HFS+ extended ( journaled ), Apple’s special version of APFS, FAT32 or ExFAT disc formats
