If I was out and had no WiFi or data I would send my iMessage as a text... But when the person receiving that would they have to automatically send a text or would it send as an iMessage?

The other person's iPhone will determine that your iPhone is not connected to the internet and then will attempt to send as a SMS. After that as soon as your iPhone gets a cell or WiFi connection then you will receive that message as a SMS.

Now, if the other person's setting does not allow to send a SMS instead of an iMessage (when your iPhone is not available) then it will show a "Message could not be sent" error on their side. At which point they can choose to send it by trying later.
