Having to set location twice in Photos

Any time I want to change the location of a photo in Photos (for Mac) by dragging the pin, it jumps back to the original location (I usually do this to finetune the location: select a bunch of photos that were taken in the same area, type in the name of the town, then drag the pin for each photo to the actual location in that town where it was taken).

However, if I then immediately drag the pin again, it stays where I put it. In other words: I have to set the precise location twice for each photo. This is mildly annoying with only a couple of pictures, but gets tiresome very soon with dozens or more. Is there something I’m missing?

As a test launch Photos with the Option key held down and create a new, test library.  Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)

Next log into another user account, Set up users, guests, and groups on Mac and see if the problem persists. (This tells us if the problem is limited to your user account or is system wide).

Lastly, in your current account boot into Safe Mode (Use Safe Mode to isoloate issues with your Mac and Playing Safe: what does Safe Mode do?) and try moving the pin there. Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
