I do not ever remember iPhoto or the Photos app on iOS ever doing this and I have been using iOS devices for over 13 years.

You can’t even name images with iPhoto or Photos app for iOS.

If you want to name and organise your images and put them in alphabetical or alphanumeric order and organise your images into folders and subfolders,

Look at an app called PhotoManager Pro 6.

In order for this app to do its magic, it creates a duplicate set of images to organise.

But once the organisation is done, you can backup the images in your iOS Photos app and then delete them to free up space on your iPad.

PhotoManager Folder structures and images can be saved/backed up to Google Drive, DropBox, One Drive and BOX data storage/backup services.

I have been using this app for many years, now and this is a powerful app for serious image organisation on your iPad.

Best of Luck to You!
