how do you unlock an Apple Watch from a previous owner?
*there is no way of getting the previous owners ID and password.
would I have to go to apple?

There is nothing you me or apple can do,the only person that can remove an activation lock is the person who set the watch up with their apple id.

I'm afraid so,activation lock is an anti theft device so without the persons apple id the watch isn't of any use to you.
