Go Here: How to update to iOS 13 or iPadOS - Official Apple Support

Backup your iPhone first, that way you can have something to recover your iPhone from, should anything go wrong with the upgrade.
Then, Upgrade to iOS13, using either the iPhone itself or your computer.

Tap Settings > General > Software Update

Follow directions as displayed. Be sure your device is connected to the AC charger or is fully charged. Perform a backup before upgrading.

It says my software is up to date. I will have to contact the company I bought this program from then. When I try to use it, it says my Safari is out of date.
