We have an iPad that’s new but does not work because we forgot the Apple ID

You have probably encountered Activation Lock. To unlock the device you must know the Apple ID and Password used to activate the lock. If you are not the original owner, you will have to contact them or ask for your money back. If you are the original owner, you can take the original receipt clearly showing the serial number to an Apple Store and they may help you.
