The iPhone physical storage and iCloud storage are two different things. The iCloud Storage cannot substitute for the physical storage on an iPhone. And the iPhone physical storage cannot be upgraded. However, having said that, if most of the storage on your iPhone is being used for photos, you can use iCloud Photos to help alleviate the storage space on your iPhone.
