See this support article:-> If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support

If you get no improvements, since your iPhone is still covered by warranty, have it inspected at an Apple Store or Authorized Service Provider:-> https://locate.apple.com/findlocations
