Can I Change my billing cycle to once a year for my I cloud storage instead of being charged $0.99 per month. How do I do that?

I'm afraid annual billing is not available. What you could do is to buy iTunes Store (not Apple Store) gift cards sufficient for a year's subscription and redeem them in iTunes. However any music or movie purchases you make would also be drawn from this credit so you would have to take that into account.
