No screen recording control

When I try to make a simple screen recording on my new Mac Mini, there are no controls. Once I press 'start recording' there is no button to make it stop. I've tried force quitting but there are no apps to quit except for Quick Time and quitting that does nothing. I have to restart the computer to get the recording to stop.
