Is this a phishing scam?

Last week I received a notice on my phone that said I had to change my phone password within 59 minutes and to press a button to change my password. I ignored it but the clock kept going down so I went into my phone and changed the password without going through the warning and hitting the button. All was good until today, I had a message pop up on my watch that my iphone has a policy that requires a new Apple Watch password. There's a button which I have to press which says "create new" for the password. Being suspicious, I tried to go into my phone to change the password but my watch is locked up and it's not allowing me to do anything. I also can't do any other function on my watch because this warning comes up. I rebooted and it's still there. Is this a phishing scam? If so, any suggestions to get rid of it?

The only time I have had to change a passcode is when upgrading Mac computer with the T2 chip in it and apple ID password did not meet the latest standards of characters, letters, numbers etc


Other than that the only time I changed my apple ID password on my iPhone is when I did something wrong in migrating to new iPhone but that was about 5 years ago.
