You use the Apple ID and password used to set up the device to turn off the activation lock. If you don’t have that then there is no work around. It’s meant to be a theft deterrent system so there is no way around it

If the Apple ID it's locked to is yours but inaccessible, you're probably better off addressing that than having the lock bypassed. Otherwise, you'll generally need to be the iPad's original owner, the iPad's legal owner(if the original one is dead), or have gotten it from a police auction for Apple to bypass the lock.
Skydiver119: In the event the Apple ID it's locked to has been deleted, the iPad can't be activated without having Apple bypass the lock.

If you have an iPad that is locked by an Apple ID and password that isn't yours, then there is no way to bypass or circumvent the lock with this info with the help of the previous owner of this iPad to remove the ID lock.
Apple will not help if this Apple ID is not yours and belongs to the previous owner of this iPad.
If this iPad is yours and you cannot remember either your Apple ID or password, then you need to find your iPad sales receipt for proof of purchase and bring the iPad and sales receipt and your drivers's licensse or official ID to your nearest, “local” Apple Store to them to reset this iPad.
