If you have followed the on-screen instructions - and waited for a short time before retrying - you have two alternatives (both explained on-screen):
1) You can connect your iPad to a PC/Mac and attempt activation using iTunes.
2) You can contact Apple Support for assistance; you’ll find the Contact Support link at top-right of this page.
You can also try connecting to a different WiFi network - as this may resolve the network connection issue. Likewise, restarting your Home router (if connected via WiFi) as this can also resolve network issues.
