I have a Late 2009 iMac currently using OS High Sierra Version 10.13.6. Can I upgrade to OS Mojave Version 10.14 or above, or is High Sierra the "latest" OS I can update to?

In order to run Mojave or beyond, the computer's GPU must support Metal. Metal was not available until the 2012 iMacs were released. Also, no your computer cannot be retrofitted and no there are no work-arounds. If you want to run current versions of Mac OS it is time to upgrade to a newer iMac.
The maximum is High Sierra.

Thank You to all who responded. Time to "bite the bullet" and get a new Mac before tax season next year (got a message when I downloaded TurboTax 2019 that for 2020 I will need at least OS Mojave 10.14 or above to use TurboTax).
Your welcome. When you buy, please buy a model with the largest SSD you can afford. If you get a 27", get the base of RAM and upgrade to 32GB of either Crucial.com or Macsales.com RAM. If you go for a 21.5" get a minimum of 16GB of RAM and again, the largest SSD you can afford.
