I am trying to install the latest updates for Mojave 10.14; however, it keeps asking me to upgrade to Catalina OS. I don't want to upgrade to Catalina since the current Microsoft office 11 will break on my PC when I upgrade. Is there anyway to install patches on PC without upgrading to Catalina OS?
Download and install these two updates for macOS Mojave the first is the 10.14.6 Combo updater
and the second is the most recent Security Update 2020-002, once downloaded double-click to install.
If you want to use System Preferences> Software Update, ignore the Catalina section and press on More...
to see the updates available for your mac, you should see one there for Safari.

You can stop the Appstore to keep trying to get you to Catalina:
copy this in Terminal:
sudo softwareupdate --ignore "macos Catalina"

your description of the issue is unclear. I'm assuming you are running a system version prior to Mojave 10.14 and if so then running an update over top of a previous system is not going to work.
Anyway Offie 2011 should not be used on any Mac system past SIERRA. Compatibility problems.
