Unable to activate

I recently bought a new iPhone 7 off someone, they did a hard reset before sending me the phone. I do not have an active sim yet and when I go to set the phone up is says an update is required to activate my phone. How could I activate it without the sim, any suggestions?

You can't, you need a sim card to activate your phone.
