How can i sync my downloaded films from my ipad to my new ipad?

if they are from itunes store they are tied to the appleID and you can just get them from the new one
if they are not and synced from a computer you have to sync them from the computer to the new one
if they are from some other app on the ipad you need to ask the developer of said app
