In my iMac 17-inch (late 2013, BTO powered) with macOS Catalina 10.15.3 I have solved the issue related to Safari Extensions which sometimes doesn't allow to check or uncheck the box that enables the various Extensions. (Note: I have 1Password, Downie 4, TranslateMe, WebSnapper Pro and others Extensions.)
With Safari and Safari Technology Preview closed, I had the idea of copying, simply, this two files:
My_Home/Library/Containers/com.apple.Safari.DiagnosticExtension
and
My_Home/Library/Containers/com.apple.SafariTechnologyPreview.CacheDeleteExtension
in Folder --> /My_Home/Library/Application Scripts/
(Note: this two original files in /My_Home/Library/Application Scripts/ was empty (0 byte))
So! Immediately after restarting Safari, I was able to check or uncheck the box again to disable or enable th eExtensions as many times as I want and now all Extensions are working properly on my 27-inch iMac (late 2013).
However, this fix doesn't works on my MacBook Pro!... and it's a mystery...
Now, I add here some suggestion Off Topic but I hope the Forum's Administrator will not cancel or cut my post which it's not an accusation or an insult! This my kind and strong suggestion, instead, could serve Apple to understand finally a GUI problem and a serious Privacy issue which, due to unforeseeable or fortuitous circumstances, could cause serious damage to Apple in the future, both in terms of reputation and economic. ;-)
So! Recently, some Apple Developers have been reveal some beginners flaws! For example: from several major releases of the macOS I sent various Feedback to Apple about some horrendous things of GUI, for which Steve Jobs - who respected the Users - perhaps would have fired the Programmers of Mail.app Preferences Panel and perhaps the Programmers of Safari's Extensions Panel...
The Mail.app Preferences, in fact, they ugly and troublesome especially for those who, like me, manage many own and of the family Mail Accounts and prefer to use the names of each e-mail address as a customized name; name which, however, not fit in the box of the Mail Accounts because it's impossible to resize this white box or the Mail.app Preferences panel.
I add also a comment about the serious violation of the Privacy, by Apple, caused by the fact that at the LogIn or at the Lookscreen, upon awakening from the Stop, the background Wallpaper used by every Mac User appears!
Apart from the risk of being able to profile the tastes of the User, in some cases or for someone's naivety, this could cause serious damage, e.g.: discovering sexual or political preferences, showing the image of a naked child who is perhaps his own son, revealing a betrayal to a consort, etc... :-O
The LogIn and Lookscreen window, in fact, should be customizable or protect as in any device in the World (iPhone, iPad, Android, Windows, Linux...). But Apple pretends not to understand and an Apple Developer even replied a my Feedback asserting that this doesn't an issue but "is by design" :-O Tim Cook, though, goes around the world claiming that for Apple the respect for Privacy is a top priority…
