I forgot my Time limit password how can I recover it?

If you're referring to your screen time passcode, you can't "recover it" at all.
You will have to force the phone into recovery mode and restore iOS using iTunes. This will completely erase the phone.
After that, set it up as a NEW device.
Do NOT attempt to restore a backup made after the restrictions were enabled. If you do, you'll end up right back where you started.
