Setting up my voicemail

How do I set up my voicemail. I have tried resetting the general settings but it still will not save my greeting. It gives me the error message.

iPhone 8 Plus, iOS 13

Voicemail is a carrier feature. Contact your cellular carrier.

Exactly. Mine was set up at the carrier's customer service center when I purchased my first iPhone way back then. Repeated at each successive device replacement.
