There appears to be a delay when playing audio through airpods, not sure if it’s my iPod or iOS 13.2. Is this a bug fixed in a newer version of iOS 13 or is this just an issue with my iPod?

Try updating to iOS 13.3.1 to see if it resolves your problem.

What do you mean by Audio delay?
I have Airpod's that I use on school laptops that have an audio lag/delay based on the way the Airpod's are facing/ lag from the computer itself that can be fixed by putting one or both Airpod's back into the case and trying again or worst case scenario just disconnecting and reconnecting.
The delay maybe with Bluetooth and Airpods as there always seems to be some duration of delay with any Bluetooth audio devices/sources.
Some Bluetooth audio devices delay less than others.
I’m kinda worried that the problem will stay and the problem turns out to be an issue with the iPod and I upgraded for no reason
