I feel bad that I try to download some apps and it tells me I need to update my ios to 13. Is this a way of forcing me to buy another Ipad that I dont need because my 4th generation Ipad is still looking new...

Its internal hardware is too old, underpowered and completely incompatible with any of the current and future versions of iOS/iPadOS.

If you need an iPad that can run the latest and greatest versions of iOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.
These old iPad 2, 3, 4 and 1st gen iPad Mini models are nearing 8 and 9-years old, now.
As of the beginning of 2019, many, MANY third party app developers are all more quickly and completely dropping older app support for all old 7, 8 and 9-year iPads that are running 2-3 year old and earlier iOS versions.
Third party app developers are removing all of their older, legacy versions of their apps from Apple's App Store servers, now.
Older versions of apps are going to be gone for good, now!
Getting older versions of app for these old iPad models, initially from Apple’s iOS App Store is getting to be very difficult and problematic, now, and will only be getting much worse in 2020.
These old iPads are now reaching their complete end of life and support.
Old iPads that can no longer be upgraded/updated will have NO MORE APPS AVAILABLE for initial download, at all, soon, from the Apple iOS App Store, for such old iOS devices in the very near future.
Older versions of apps for older iPads will be completely gone, very soon!
This is now the time to seriously consider a new or discounted, refurbished iPad from Apple or other Apple authorised resellers.
Amazon currently has, new sealed in box, Apple's base model 2019, 7th gen, 10.2 inch screen, WiFi ONLY 32 and 128 GBs iPad models selling for $249 and $329, respectively.
These 2019, 7th gen iPads have much faster processors, at least 3 times the internal RAM, iPadOS 13 support, Apple Pencil and Apple Smart keyboard cover support and have better audio speakers and built-in cameras.
A lot has happened with iPad and iOS in 7-9 years and in the past 2 to 3-1/2 years since iOS 9 and 10.

Your iPad4 cannot be updated beyond iOS 10.3.4 - this being the final iOS release for this device. Some Apps do not support the older versions of iOS - and if these Apps are important to you, then yes, you’ll need to replace your iPad with a newer model that supports the Apps that you want to use.
Your iPad4 has reached the end of the road. Compatible Apps are becoming scarce.
It is what is is.
Nothing is supported forever, especially consumer/mobile electronics.
Apple is the ONLY company that supports their mobile devices for 5-6 years and third party app developers support older Apple mobile devices for up to 2-3 more years for a total of 7-8 years of support.
Well iPad 2, 3, 4 and 1st gen iPad Mini models have ALL reach that maximum limit now, and the technology in these old devices is just not powerful enough and is now being obsoleted.
It is going to be the same way with the 1st gen iPad Air and iPad Mini 2 and 3 models that Apple ended support at iOS 12.4.x.
These iPads will get 2-3 more years worth of third party app support and these iPads will reach their end of life, as well!
Technology gets more advanced and software gets more advanced and complicated every year to where newer software will no longer run on older hardware technology.
It is thr way it has always been.
Nothing and no one is forcing you to do anything. Consumer electronics change over time and eventually, new software is simply not backwards compatible with old hardware.
Your current apps and iOS on your current iPad will continue to work as they do now. But yes, if you want the latest and greatest software, you will need to invest in newer hardware. And you’ll undoubtedly have to do it again in the future too, just as you’ve always had to do so in the past, since the dawn of the first PC.
No, I simply think the hyperbole of asking if this is a companies way to force someone to upgrade is ridiculous and completely irrelevant to the original post. Especially since this is a forum of volunteer fellow users. We don’t work for Apple. We’re not forcing anyone to do anything about anything.

But it’s nothing new or novel. Small mobile electronics are some of the most rapidly evolving tech available for consumers.
An iPad 4 is a 32-bit device, and iPadOS is now wholly, and solely a 64-bit operating system. Apple announced their plans to move to a fully 64-bit system for iOS several years ago and they simply did exactly what they said they’d do. No 32-bit iOS or iPad legacy device will get another update.
Going to 64-bit hardware and operating system opens a lot of opportunities for developers to build in support for things that they could not implement before or at least not implement well, and they in turn have chosen not to put resources into supporting their own older software versions.
Thats life when it comes to consumer computing devices.
