Hi Ash_Cash,
There is nothing wrong with your iPhone. iCloud Storage Space and your iPhone Storage Space are two completely separate things. By buying iCloud space you do NOT expand the space on your iPhone. Your iPhone (which is 16GB) will forever remain at 16GB capacity.
iCloud storage is to store backup files of your iPhone which are, by default, backed up approximately once every 24 hours. The rest of the available space is used to synchronize with your iPhone data including your Photos and other apps related data. So, iCloud is basically a synch service and NOT and external or expanded storage drive.

Pleased help
You can't buy additional iPhone storage. You bought iCloud storage which has nothing to do with your iPhone storage. The only way to free up iPhone storage is to delete content you no longer need.
