Have found a brand new series 5 and am Leary about buying something that’s locked by a carrier. Are the series 5 locked to a certain carrier? If so, how do I know if it is 100% unlocked?

The Apple Watches are not locked to a specific carrier, but they are regional devices. And this is only for the cellular versions. If this is a GPS only device, then it doesn't matter. You do need to make sure that the device has been removed from the owner's iCloud account for Activation Lock, and check the Model number against this list to make sure it is for the region you wish to use it in.

If it's an Watch GPS + Cellular model, your iPhone carrier needs to support Watch with number sharing.
If your carrier does not then you can still use the Watch as a GPS model.
