What is the policy for movies purchase in Apple TV

You own the movie forever. There is no time limitation here. The only caveat is, you are responsible for backing it up.
If the media provider / studio that owns the movie decides to remove it from the store, you will no longer be able to access it from there. But as long as you keep a downloaded copy backed up on your computer, you can always access the movie.
As long as the studio keeps a copy in the store, you can stream it to the Apple TV directly from the store.
The downloaded file will be in M4V format, Apple's own movie format, though it is playable on other devices if its not protected.
If its protected, then only iTunes or an Apple device that is signed in to the Apple Id that purchased the movie can play it.
So as per you If I purchase a movie, I own the movie forever and I have to backup on my computer.
Some more question arrives i.e. In which format the video will be? It will be apple codec or some other? I have to backup on my computer or I can backup on any hard drive?
The policy in regards to what exactly about purchasing movies?
I mean, if I purchase a movie then does it means I have it for lifetime or several years?
