I am using Catalina on a new Mac Air. I can't find iCloud preferences which the instructions for e.mail settings mention.

it is system preferences > click on Apple ID icon .

Open system preferences > iCloud , click on Apple ID , in the window side bar click on name . phone , email them click on plus sign , you can add a new mail address .
Where did you see the instructions Maybe you are talking about Catalina > Mail app in Dock > Mail (top left of screen) > Preferences.

Did you locate System Preferences/Apple ID and were you able to finish the Mail setup?
Catalina preferences has no Mail Icon. It has an Internet Icon which opens a dialog box where you can write internet addresses. Nowhere can I find iCloud preferences.
"Open system preferences > iCloud , click on Apple ID " This does not exist in Catalina.
