My Apple Watch does not come on or charge. The white Apple blinks quickly and sometimes red apple blinks

You might try forcing a reset by holding down the two side buttons for at least 10 seconds until you see the Apple logo on the screen. Also, are you using the Apple-supplied charging cable or one from a third party? Non-Apple cables can sometimes cause issues. See here for more on this: https://support.apple.com/en-us/HT204640
